    The EU Health Facility (EU-HF) in collaboration with Ministry of Health (MOH) conducted a one-day training workshop on basic health service package (BHSP) and guidelines to 39/2017/TT-BYT Circular implementation in Hai Phong today. Well attended by participants who work in both health and social insurance, and local authorities, the training workshop is designed to prepare local staff in using BHSP as a tool towards universal health insurance coverage.

    A Workshop on Public-Private Partnership (PPP) Options for Ninh Binh and Da Nang is taking place in Hanoi today. Within the cooperation program, Health Sector Policy Support Program Phase II (HSPSP II), between EU and the Ministry of Health (MOH) to introduce PPP to the health sector in Vietnam, this one-day workshop is organized by the Department of Planning and Finance (Ministry of Health) and the EU Health Facility (EU-HF) to support two local hospitals in Ninh Binh and Da Nang.

On-going Activities

The European Union Delegation to Vietnam has set up the European Union Health Facility to respond flexibly to requests for short term expertise, capacity building needs and support to the reform of the health sector technically based on the building blocks of the WHO Health Systems Framework, more specifically in 5 areas - health sector governance, health information, health serviceshealth financing, promotion of policy dialogue.

The specific emphasis on equity will be given by focusing on 10 provinces considered to be the poorest.

The EU Health Facility is a demand-driven facility. Partner institutions in Vietnam submit assistance requests concerning the topics listed above, and in response the EU-HF team will collaborate with the EU Delegation to fine-tune the request and ensure high-quality technical and tailored short term assistance is provided.  The facility permits rapid mobilisation of the experts to easily share their knowledge and experience to fulfil these requests and find appropriate solutions.

The assistance provided by the EU is in line with the goals of the Government’s Plan for People’s Health Protection, Care and Promotion for 2016-2020. It further supports the achievement of the indicators agreed in the Sector Reform Contract phase 2 (SRC 2) between the EU and the Government of Vietnam (budget support), aligned with the 5-Year Plan and the global consensus on Universal Health Coverage of basic and quality health care services:
  • Reduction of hospital overcrowding and improvement of the quality of medical examination, treatment and rehabilitation
  • Development of the health care network at grassroots level, to focus on preventive medicine and health promotion
  • Promotion of mother and child health care, population and family planning services
  • Improvement of the financing the health sector thorough innovative forms of financing during the reduction of donor support
