    Under the cooperative framework between the Ministry of Health (MOH) and the European Union (EU), in 2018 the General Office of Population and Family Planning (GOPFP) with technical assistance from the EU Health Facility (EU-HF) has developed a draft manual guiding the implementation of extra-curriculum activities that aim at reducing imbalanced sex ratio at birth, raising awareness of gender and promoting gender equity among school children.

    Designed as a practical manual for health workers in Vietnam, the Handbook aims to raise awareness among the medical community about the importance of non-communicable diseases (NCD) prevention and risk factors as well as the role of medical doctors during periodic health examinations. In the coming months, the Handbook will be printed and made available for use in all health services in Vietnam.

Public-Private Partnership Case Study Meeting

As a follow-on step from the Workshop on Public-Private Partnership (PPP) Options in December 2017, a mini-workshop is taking place in Hanoi today to finalize the plausibility study on hospital category II with Da Nang University of Medical Technology and Pharmacy as a case study.

Jointly organized by EU Health Facility (EU-HF) and Department of Planning & Finance (DPF) under the Ministry of Health (MOH), this mini-workshop is designed to present the plausibility study of Da Nang University of Medical Technology and Pharmacy PPP project that was conducted by EU and Da Nang University experts. As part of the workshop outcome, it is expected to gather technical inputs and comments on the plausibility report for finalization and agree on next steps to move this important project forward. Participation in this mini-workshop includes representatives from Ministry of Planning and Investment (MPI), Ministry of Health (MOH), Da Nang Department of Planning and Investment (DPI), Da Nang Department of Health (DOH), Da Nang University of Medical Technology and Pharmacy, the World Bank in Vietnam, EU Delegation in Vietnam and EU Health Facility.

This mini-workshop is part of a series of activities which EU has been supporting MOH with PPP introduction in the health sector in Vietnam since September 2016. This is in the framework of the EU-funded Health Sector Policy Support Program Phase II (HSPSP II).

    The European Union Health Facility (EU-HF) supports the capacity for the Vietnamese health sector planning and budgeting at central level. In this area, the contribution to the consultations and discussions and then to the preparation and printing of the JAHR reports has been determinant. The Ministry of Health (MoH) of Vietnam every year undertakes a review of progress in the sector in the year before and an in deep analysis of a specific topic of relevance for the sector. The review is led by the Department of Planning and Finance with the participation of other departments of the Ministry and in collaboration with Development Partners active in the health sector through the Health Partnership Group.

    ‚ÄčEU Health Facility is supporting the MoH in launching the PPP intitatives in health sector based on the stipulations of the Decree 15 on Public Private Partnership, issued by the GoV in 2015. Vietnam is seen as the next healthcare market in ASEAN. There are 273 new hospitals at some stage of the planning process with 50% located in Southern Vietnam. Introduction of the cooperation between public and private sector are seen as one of the most prominent initiatives to boost the modern health technology application as well as to finance growing demand in health services.

    On August 1, 2016 the EU-HF launched long awaited technical assistance assignment to support MoH in launching the Public Private Partnership in health sector. Mr. Derek Taylor (UK) along with the team of local experts Dr. Nguyen Thi Bach Yen (Public Health Expert), Mr. Pham Sy Chung (Legal expert) and Mr. Tran Duy Hung (Financial Investment Expert) will be working together with the Department of Planning and Finance as well as PPP unit of the Ministry of Planning and Investment during next 12 months.

    At the request of the Deputy Minister of Health Prof. Le Tuan, key experts of the EU Health Facility made a presentation on PPP, its content and the options regarding its employment in the Vietnamese health sector in the Ministry of Health on August 6th, 2015.
